The three international bridges are downtown's defining infrastructure. The Paso del Norte Bridge at 1000 S. El Paso Street and the Stanton-Lerdo Bridge at 1001 S. Stanton connect to Juarez through the heart of the district. The Bridge of the Americas at 3600 E. Paisano, which is toll-free per the Chamizal Convention, handles more than half of all vehicle crossings from Mexico into El Paso and sits next to Chamizal National Memorial at 800 S. San Marcial. Vehicles waiting 45 to 90 minutes in 100-degree desert heat at these queues overheat and fail at a predictable rate. When they reach Paisano Drive, they hit a road documented as flood-prone in monsoon season.

I-10 through the downtown section opened in 1969 and carries 153,000 to 195,000 vehicles a day through narrow lanes with essentially no breakdown shoulder. An incident in the sunken section backs traffic fast. El Paso Street in El Centro is functionally a Spanish-language commercial corridor, and the cross-border pedestrian flow from Juarez through Paso del Norte and Stanton means a significant share of downtown's daily foot traffic is Spanish-monolingual.
